Generally the Authority is the State or Central pension office and they coordinate with the bank which gives u your pension.

Chk out the CPAO Grevience Website CPAO Guidelines website
Chk out with ur Pensioners Association for help. Use the RTI Act if necessary.

I had to help someone get Central govt pension transferred from her Pay and Accounts office to State Bank of India .
SBI has centralized pension procedure, which means if you dont get the pension, the branch will inevitably blame the CPPO and wash its hands off ur case.
SORTING UR PROBLEMS
1. Have a paper / email trail … TALKING TO STAFF IS USELESS , and half of them are clueless sometimes. Be perfect at your end.
2. Email the Customer grevience cell , CPAO and ur branch at the email address with ur queries
3. Escalate matter to HO or Circle / Range managers if u dont get a proper reply.
Even after a month of receiving the letter from CPAO (http://cpao.nic.in/), and passing it on the staff at her SBI Local branch Mumbai did not credit pension pending for more than 3 month . Im in process of putting in the complaints with the senior staff but if u are in the same soup here is some help and details.
As SBI is a giant bureaucracy you need a paper or email trail. Please email your letters, complaints to to your branch email address and to cppc.mumbai@sbi.co.in . If they dont act or reply in two weeks , go higher up .
The easiest method is email with full details to your state DGM and also to the GRIEVANCES REDRESSAL CELLS AT LOCAL HEAD OFFICES.
